The Checklist is not attempting to address every dimension of healthy urban development and every possible opportunity for participation in the planning and development system. As the Checklist is intended primarily for use by health staff, the focus is on those issues that can be influenced at the regional and local levels. The Checklist can be used in two ways:
It is considered that the earlier the Checklist can be applied, the more likely it is to be able to effect change.
