SWSLHD Planning Unit Guidelines

These guidelines have been written to guide and support the development of plans and planning work within SWSLHD.  Contact details are at the end of the document.

Planning unit engagement

Consultation with the Planning Unit will enable alignment between new and existing plans and strategies as well any assistance required.  Therefore it is recommended that all areas undertaking significant work engage with the Planning Unit.

Development the Planning Scope

A scoping paper is a document that outlines the purpose and process for the development of a plan or framework.  It is recommended that teams develop a scoping document for all significant planning work.  See Appendix 1 for the Scoping Paper template.

Establish Steering Committee

A steering committee or working group to oversee the development of the plan is recommended.  See Appendix 2 for the Steering Committee Terms of Reference Template.

Pre-consultation

Engagement of stakeholders from the commencement of the process is recommended.  Depending on the scale and scope of the proposed plan, the scoping paper may be submitted to the SWSLHD Executive Leadership Team and SWSLHD Clinical Quality Council for review and approval.

Consultation

  • Depending of the complexity of the consultation approach it may be beneficial to develop a consultation plan.  The Planning Unit is able to provide examples for this document.
  • Engagement with the SWSLHD Community Participation unit is recommended.
  • The Aboriginal Health Impact Statement is generally required for planning work.

Content and Structure of the Plan

There are a number of structures that may be used.  Examples include the SWSLHD Surgical Plan, the SWSLHD Mental Health Plan and the South Western Sydney Diabetes Framework.  The Planning Unit is available to provide further advice about approaches to developing the structure of a plan or framework.

Action

Considerations when developing strategies or actions include:-

  • All actions should be directly relevant to the remit of the plan.
  • Distinction between Service Development actions and Enhancement actions.
  • A total number of actions that may feasibly be implemented within the timeframe of the plan.

Presentation – includes considering Media and Communications Guidelines

  • Consideration is required in relation to the formatting of the plan as well as photos and design of the front cover.
  • Shutterstock is recommended as a source of images for the front cover.
  • Graphic design recommendations can be given upon request.

Approval Process

Depending on the scope of the plan, the approval process is as follows:-

  • Steering Committee
  • Executive Leadership Team
  • Clinical and Quality Council

Implementation

Implementation of the plan may be supported by the Implementation Committee Terms of Reference (see template in Appendix 2) and the Implementation Reporting Template (Appendix 3).
